Prevention, Protection and Integration of the Human Trafficking Victims in Serbia

Public Policy Research Centre, in cooperation with the government Center for the Human Trafficking Victims Protection, conducted the research on the human trafficking victims in three municipalities in Serbia – Sremska Mitrovica, Pirot, Smederevo  - as their numbers have been increasing in these communities, while the victims have been facing the rejection of local population and severe security risks.

Research was implemented within the project “Prevention, Protection and Integration of the Human Trafficking Victims through the Development of Local Policies  – Empowering Coordination Function of the Centers for Social Care at the Local Level”, supported by the Ministry of Labor, Employment, and Social Policy.

This research was part of the project aiming to propose a model for the quality social care of the human trafficking victims in Serbia. The project further included the analysis of the legislative framework in Serbia, review of a good practice from the region, EU and other countries, analysis of the local communities’ resources to respond to the problem, as well as the qualitative research of stakeholders, and the quantitative research focusing on the employees of the Centers for social care, and on general population in these communities.

The project also encompassed a guidebook for professionals in the Centers for social care that will describe steps in evaluating the local community’s capacities to prevent, identify and protect the human trafficking victims.

In the first stage of the project, CENTRE’s researchers Marko Milanovic and Marina Tadic have conducted interviews with representatives of local institutions and marginalized groups in high risk of human trafficking in Pirot, Smederevo and Sremska Mitrovica.

Within the qualitative part of the research CENTRE made 21 interviews with people who are at risk of becoming victims of trafficking, and 27 focus group interviews with representatives of institutions and non-governmental organizations. The quantitative part of the study consisted of two separate surveys:  the first, within which 600 people were surveyed, was focused on the assessment of public attitudes towards human trafficking and prejudices towards victims of human trafficking. The other was aimed at assessing the knowledge of social workers about human trafficking, and 41 professionals employed in social welfare centers in Sremska Mitrovica, Smederevo and Pirot were included in the survey.

The Public Policy Research Centre has presented research findings at the Media Centre in Belgrade on 15th December 2014.

Svetlana Đurđević Lukić Fund: HUMAN SECURITY FOR THE NEW CENTURY

Uncertainty and vulnerability of the individual in the 21st century is the focus of CENTAR’s Human Security Programme. Building on foundations set by the recently departed co-founder and longtime director of CENTAR, Svetlana Đurđević Lukić, CENTAR regards security as a human right and advocates for construing a society in which every individual will have opportunities to reach their potential. Svetlana had a talent of pioneering the introduction of many topics – primarily concerned with the security of vulnerable groups – into security discourse within Serbia. Fostering this approach, starting from 2016, CENTAR, as part of its foundation named after the late Svetlana, holds a competition with the goal of inspiring young researchers to examine modern day threats.
