See me, hear me: Advocating for legal solutions fit for new forms of work

Many types of internet mediated work are barely recognized in Serbia. We intend to focus our interest on three distinctive types of workers whose work is mediated through internet and whose rights have yet to be regulated.

The first group (cca 70.000 workers) belongs to the group of the online platform workers, whose labour rights are not regulated.
The second group of workers emerged as of 2018 with the rise of on location labour platforms. This type of work which flourished through Covid 19, is known as location-based platform work. This type of work is only seemingly well-regulated through labour contracts while in practice many workers are stripped of their rights. Furthermore, their work is regulated by two employers – third party providers (partners of platforms) and platforms themselves via artificial intelligence which has a power to regulate the workers’ schedules, transportation routes, grades and dismissal.
Third group of workers emerged as a result of massive shift to remote work and represent a new type of unregulated workers. Among them are those workers who work remotely for employers not registered in Serbia.
Our engagement in promoting rights of these three groups of workers is a part of the CENTER’s five year plan which envisages policy-advocacy initiative for changes of the legislative framework in Serbia to reflect new reality in labour relations with regards to non-standard forms of employment (NSFE) and internet-mediated work;
